ORDER

WHEREAS:

 

A.      On March 7, 2017, British Columbia Hydro and Power Authority (BC Hydro) filed an application (Application) with the British Columbia Utilities Commission (Commission) under section 41 of the Utilities Commission Act (UCA), for permission to permanently cease operation of and decommission the Salmon River Diversion facility located on Vancouver Island (Diversion);

B.      The written proceeding included one round of information requests, responses and arguments;

C.      Roy Bishop, Richard Landale, Commercial Energy Consumers Association of British Columbia (CEC), and British Columbia Old Age Pensioners’ Organization, Active Support Against Poverty, Disability Alliance BC, Council of Senior Citizens’ Organizations of BC, Together Against Poverty Society, and the Tenant Resource and Advisory Centre (collectively, BCOAPO) registered as interveners in this proceeding;

D.      On June 16, 2017, by Order G-96-17, the Commission granted permission for BC Hydro to permanently cease operations and decommission the Diversion;

E.       The following participants filed Participant Assistance/Cost Award (PACA) applications with the Commission with respect to their participation in the proceeding:

F.       By letter dated July 25, 2017, BC Hydro provided its comments on the PACA applications, stating it finds that they are substantially consistent with the Commission’s PACA guidelines; and

G.     The Commission reviewed the PACA applications in accordance with the criteria and rates set out in the PACA Guidelines, attached to Commission Order G-97-17, and concludes that the cost awards should be approved.

 

NOW THEREFORE pursuant to section 118(1) of the Utilities Commission Act, the Commission orders as follows:

 

1.       Funding is awarded to the following interveners in the listed amounts for their participation in British Columbia Hydro and Power Authority Salmon River Diversion Ceasing of Operations Application proceeding:

2.       BC Hydro is directed to reimburse the above-noted participants for the awarded amount in a timely manner.
