ORDER

WHEREAS:

 

A.      On September 13, 2017, the Western Electricity Coordinating Council (WECC) submitted to the British Columbia Utilities Commission (Commission) for approval, a second revision of the 2017 Actively Monitored Standards List (AML Revision 2), Appendix A to the 2017 Implementation Plan, removing Load Serving Entity (LSE) as a monitored function and identifying Reliability Standards FAC-003-4 and PRC‑004‑WECC‑2 to supersede FAC-003-3 and PRC-004-WECC-1 respectively, as shown below;

B.      Commission Order G-123-09 approved the Rules of Procedure for Reliability Standards in British Columbia (ROP), including Appendix 1: Registration Manual and Appendix 2: Compliance Monitoring Program (CMP) appended thereto, setting out the administrative framework for monitoring compliance with adopted Reliability Standards in British Columbia. The most recent revisions to the ROP including all appendices were approved by Commission Order R-40-17, dated September 1, 2017;

C.      Commission Order G-123-09 also appointed WECC as the Commission’s Administrator to assist the Commission in carrying out its functions related to Reliability Standards in the manner described in the Administration Agreement between WECC and the Commission dated October 8, 2009, and renewed August 21, 2014;

D.      Pursuant to section 3.1 of the CMP, by November 1 of each year, the Administrator will propose an Implementation Plan for the following calendar year for Commission approval. By Commission Order R‑39‑16, dated October 28, 2016, the Commission approved the 2017 Implementation Plan including Appendix A: 2017 AML and Appendix B: 2017 Audit Schedule;

E.       Pursuant to section 4.1 of the approved 2017 Implementation Plan, WECC will actively monitor, at a minimum, the reliability standards identified in the AML using the monitoring processes specified. In addition, section 4.1 states that as revisions and additions to reliability standards are approved by the Commission, the revised and additional standards may be added to the AML for monitoring in the same manner as the standards and requirements they are replacing for the appropriate time frame;

F.       By Commission Order R-12-17, the Commission approved revisions to the ROP, Appendix 1: Registration Manual, and ordered, among other things, the elimination of LSE as a monitored function;

G.      By Commission Order R-32-17, the Commission approved a first revision to the 2017 AML (Revision 1) to include Reliability Standard PRC-008-0 on the list of standards to be audited;

H.      By Commission Order R-39-17, the Commission adopted new and revised reliability standards reviewed in British Columbia Hydro and Power Authority’s Mandatory Reliability Standards Assessment Report No. 10, including FAC-003-4 and PRC-004-WECC-2, which on October 1, 2017, supersede FAC-003-3 and PRC‑004‑WECC-1 respectively;

I.        Following consultation with Commission staff, WECC drafted the 2017 AML Revision 2 for Commission approval, identifying FAC-003-4 and PRC-004-WECC-2 to supersede FAC-003-3 and PRC-004-WECC-1 respectively, both of which become effective on October 1, 2017 and are subject to quarterly periodic data submittal starting January 1, 2018. Although FAC-003-4 supersedes FAC-003-3 on the audit list, the audit process has commenced for all BC entities scheduled for audit in 2017, hence FAC-003-4 falls out of scope for audit in the current calendar year; and

J.        The Commission reviewed the 2017 AML Revision 2 as submitted by WECC and considers it warrants approval.

 

NOW THEREFORE pursuant to subsection 125.2(10) of the Utilities Commission Act and section 4.1 of the approved 2017 Implementation Plan, the Commission orders as follows:

 

1.       The 2017 AML Revision 2, revised to eliminate LSE as a monitored function and to include Reliability Standards FAC-003-4 and PRC-004-WECC-2 to replace FAC-003-3 and PRC‑004‑WECC-1 respectively, and attached as Appendix A to this order, is approved.

2.       The 2017 AML Revision 2 must be posted on the WECC website with links from the Commission’s website throughout the calendar year of 2017.
