Re:         Request to the Western Electricity Coordinating Council to Expand the Audit Scope for British Columbia Hydro and Power Authority

 

Dear Ms. Blair:

 

British Columbia Utilities Commission (Commission) Order G-123-09 approved the Rules of Procedure for Reliability Standards in British Columbia (ROP), including Appendix 2: Compliance Monitoring Program (CMP) appended thereto, setting out the administrative framework for monitoring compliance with adopted Reliability Standards in British Columbia. The most recent revisions to the CMP were approved by Commission Order R‑40‑17, dated September 1, 2017. Commission Order G-123-09 also appointed the Western Electricity Coordinating Council (WECC) as the Commission's Administrator to assist the Commission in carrying out its functions related to Reliability Standards in the manner described in the Administration Agreement between WECC and the Commission dated October 8, 2009, and renewed August 21, 2014.

 

Pursuant to the CMP section 2.1.5, the Commission may request the Administrator to alter the scope of the Compliance Audit to include specific Reliability Standards applicable to the Entity. The Administrator may also expand the scope of the audit in the course of the Compliance Audit where the Compliance Audit Team considers it to be appropriate.

 

Additionally, pursuant to the 2017 Implementation Plan section 3.1, approved by Commission Order R-39-16 on October 27, 2016, WECC may expand the scope of a Compliance Audit if it determines such an expansion is appropriate.

 

On July 3, 2017, WECC issued a Notice of Compliance Audit to the British Columbia Hydro and Power Authority (BC Hydro), after which BC Hydro submitted Self-Reports for the reliability standards noted below:

In consideration of these Self-Reports and pursuant to the CMP section 2.1.5, the Commission requests WECC to expand the scope of the BC Hydro Compliance Audit, scheduled during the period October 2 through October 13, 2017, to review BC Hydro’s compliance with the following reliability standards:
