ORDER

WHEREAS:

 

A.      On October 2, 2017, British Columbia Hydro and Power Authority (BC Hydro) submitted its Open Access Transmission Tariff (OATT) Dynamic Scheduling Amendments Application (Application) pursuant to sections 59 to 61 of the Utilities Commission Act, seeking approval of Amendments to Attachment Q-1, Dynamic Scheduling:

         to allow for dynamic scheduling on imports, as well as exports as currently allowed;

         to allow dynamic scheduling on Firm Point-To-Point Transmission Service (Firm Service), Non-Firm Point-To-Point Transmission Service (Non-Firm Service), and Network Integration Transmission Service, which includes Network Economy Service;

         to make changes of a housekeeping nature relating to the definition of terms, correction of typographical errors, simplification and clarification of the language;

B.      On April 14, 2005, the British Columbia Transmission Corporation filed an Application for Approval of Dynamic Scheduling Provisions of the OATT, which were approved, as Attachment O, on an interim basis through Commission Order G-37-05 and a permanent basis through Order G-12-06 dated February 2, 2006;

C.      On September 10, 2009 by Order G-102-09, the Commission approved amendments to the dynamic scheduling provisions of the OATT, renamed as Attachment Q-1. The approved dynamic scheduling provisions of Attachment Q-1 were limited to dynamic scheduling on exports using Firm Service reservations only;

D.      On April 13, 2017 by Order G-54-17, the Commission approved amendments to the OATT to update references to foreign exchange rates;

E.       On August 25, 2017, BC Hydro consulted with its OATT transmission customers by way of a transmission bulletin posted on its transmission website requesting feedback on proposed expansion of the dynamic scheduling provisions of the OATT and the need to hold a workshop. BC Hydro requested feedback by September 15, 2017. No comments were received by BC Hydro in response to the consultation bulletin;

F.       In its Application, BC Hydro requested Commission approval of the proposed amendments by January 31, 2018 to enable its subsidiary, Powerex Inc., to participate in parallel operations in advance of full participation in the California Independent System Operator’s Energy Imbalance Market on April 4, 2018; and

G.      The Commission considers that establishing a regulatory timetable for the review of the Application is warranted.

 

NOW THEREFORE the Commission orders as follows:

 

1.       The regulatory timetable for the review of the Application is established, as set out in Appendix A to this order.

2.       BC Hydro must post a bulletin of this order on its transmission website and must send a copy of this order and the Application to all its affected OATT and Electric Tariff customers and other affected parties, by Friday, November 3, 2017.

3.       Parties who wish to participate in the regulatory proceeding are to register with the Commission by completing a Request to Intervene Form, available on the Commission’s website at http://www.bcuc.com/Documents/Participant-Info/Request-to-intervene.pdf, by the date established in the regulatory timetable attached as Appendix A to this order, and in accordance with the Commission’s Rules of Practice and Procedure attached to Order G-1-16.

4.       Parties who wish to receive electronic notification of filings for this proceeding should register online as an interested party available on the Commission’s website at http://www.bcuc.com/Registration-InterestedParty.aspx.
