ORDER
WHEREAS:
A. By Order E-5-17 dated March 6, 2017, the British Columbia Utilities Commission (Commission) accepted the Stargas Utilities Ltd. (Stargas) application to vary and extend the Stargas natural gas purchase plan (Winter Purchase Plan Extension). The Winter Purchase Plan Extension includes Stargas’ plan to mitigate price volatility for the winter period during the 2017/2018 fiscal years;
B. By Order G-130-06 dated October 26, 2006, the Commission established the Commission’s Rules for Natural Gas Energy Supply Contracts in Appendix A to that order;
C. On September 15, 2017, Stargas filed an October 2017 purchase confirmation pursuant to section 71 of the Utilities Commission Act (UCA);
D. On September 29, 2017, Stargas filed a letter requesting to withdraw the application of its October 2017 purchases and filed a transaction confirmation to effectively cancel the September 15, 2017 transaction;
E. Between October 16, 2017 and November 29, 2017, the Commission received the following transaction confirmations from Stargas, pursuant to section 71 of the UCA:

F. On December 2, 2017, Stargas filed additional information regarding the transaction confirmation filings;
G. Stargas requests that all transaction confirmations filed be held confidential due to their commercially sensitive nature;
H. The Commission reviewed the Stargas filings and the related documents in the context of the purchasing plan as accepted by Order E-5-17.
NOW THEREFORE the Commission orders as follows:
1. Pursuant to section 71 of the UCA and the Commission’s Rules for Natural Gas Energy Supply Contracts, the transaction confirmations filed on October 16, 2017, October 23, 2017 and November 29, 2017, respectively, are accepted for filing as being in the public interest.
2. The Stargas request to withdraw the October 2017 deliveries relating to its September 15, 2017 and September 29, 2017 letters is accepted.
3. Information related to the filings will be kept confidential as requested by Stargas due to their commercially sensitive information.
