ORDER

WHEREAS:

 

A.      On November 30, 2017, Pacific Northern Gas (N.E.) Ltd. [PNG(NE)] filed its 2018–2019 Revenue Requirements Application with the British Columbia Utilities Commission (Commission) for the Fort St. John/Dawson Creek (FSJ/DC) and Tumbler Ridge (TR) Divisions pursuant to sections 58 to 61 of the Utilities Commission Act (UCA) seeking approval to, among other things, increase 2018 delivery rates (Application);

B.      In its Application PNG(NE) proposes a written hearing process for the review of the Application;

C.      By Order G-193-17 the Commission approved PNG (NE)’s delivery rates and Rate Stabilization Adjustment Mechanism on an interim and refundable/recoverable basis effective January 1, 2018, and established a regulatory timetable including dates for intervener registration and comments on the regulatory process from interveners and PNG (NE);

D.      British Columbia Old Age Pensioners’ Organization, Active Support Against Poverty, Disability Alliance BC, Council of Senior Citizens’ Organizations of BC, and Tenants Resource and Advisory Centre (BCOAPO et al.) registered as an intervener in the proceeding;

E.       By letter dated January 8, 2018, the Commission requested comments from interveners and reply comments from PNG(NE) in accordance with the regulatory timetable established by Order G-193-17 on specific items related to the regulatory process, including a draft regulatory timetable;

F.       By letters dated January 24, 2018 and January 31, 2018 respectively, BCOAPO and PNG (NE) filed comments on the regulatory process. All parties support a written hearing process following the draft regulatory timetable included in the Commission’s letter dated January 8, 2018;

G.      The Commission has reviewed the Application and the BCOAPO and PNG (NE) comments regarding the regulatory process and considers that a regulatory timetable should be established.

 

NOW THEREFORE the Commission orders that a regulatory timetable be established, in accordance with Appendix A to this order.
