ORDER
WHEREAS:
A. By Order G-10-18 dated January 12, 2018, the British Columbia Utilities Commission (Commission) established an inquiry into the regulation of electric vehicle charging service (Inquiry) pursuant to section 82 of the Utilities Commission Act (UCA);
B. In the covering letter attached to Order G-10-18, the Commission provided a list of potential regulatory issues that may form the scope of the Inquiry;
C. By Order G-19-18 dated January 23, 2018, the Commission established the Regulatory Timetable for Inquiry, which included intervener and interested party registration, deadline for intervener to file written evidence and further process to be determined. The Commission issued a preliminary scope of the Inquiry attached as Appendix B to that order;
D. By letter dated February 7, 2018, the Commission established the dates and locations for a series of community input sessions to hear comments from public on the issues raised in the Inquiry;
E. By letters dated February 7, 2018 and March 1, 2018, the Commission extended the deadlines for intervener registration and the filing of intervener evidence, with further process to be determined;
F. Between March 2, 2018 and March 16, 2018, the Commission received written evidence from interveners; and
G. The Commission considered the written evidence received and establishes further process for the Inquiry.
NOW THEREFORE the Commission orders the following:
1. The regulatory timetable is amended as outlined in Appendix A to this order to include one round of information requests (IR).
2. Commission IR No. 1 to interveners on the written evidence will be submitted by Thursday, May 3, 2018. Following Commission IR No. 1, interveners may submit IR No. 1 to other interveners on their written evidence by Tuesday, May 15, 2018. Separate IR No. 1 documents should be filed and addressed to each individual intervener’s evidence from whom a response is sought.
3. Intervener responses to IR No. 1 must be filed by Wednesday, June 6, 2018. Intervener responses to Commission IR No. 1 and other interveners’ IR No. 1 should be filed as a single consolidated document indicating the source of the IR and must provide full and adequate response to each question.
4. Participants that intend to apply for a participant assistance cost award (PACA) exceeding $10,000 must file a completed PACA Budget Estimate form by Tuesday, April 17, 2018 in accordance with section 14.0 of the PACA Guidelines as set out in Order G-97-17. Participants in their PACA Budget Estimate forms are specifically requested to include the following:
a. PACA request amount and description of tasks for actual work completed to date;
b. Cost estimates related to IR No. 1 preparation and responses;
c. If established, cost estimates to make a technical presentation to the Panel and to submit a written final argument.
PACA Budget Estimates will not be posted as part of the Inquiry’s evidentiary record.
