ORDER

WHEREAS:

 

A.      On September 14, 2017, FortisBC Energy Inc. (FEI) applied to the British Columbia Utilities Commission (BCUC), pursuant to sections 59 to 61 and 89 of the Utilities Commission Act (UCA), for interim and permanent approval and endorsement of Rate Schedule 11B Tariff Supplement No. K-1, a Biomethane Long Term Large Volume Interruptible Sales Agreement between FEI and the University of British Columbia (Tariff Supplement No. K-1), effective October 1, 2017 (Application), filed as Appendix A of the Application;

B.      By Orders G-154-17 and G-178-17, the BCUC established a regulatory timetable for the review of the Application, which set out intervener registration, one round of information requests and written final arguments;

C.      The British Columbia Old Age Pensioners’ Organization et al. and the BC Sustainable Energy Association and Sierra Club BC registered as interveners in this proceeding;

D.      On March 21, 2018, by Order G-64-18 with Reasons for Decision, the BCUC approved the Tariff Supplement No. K-1 Biomethane Long Term Large Volume Interruptible Sales Agreement Rate Schedule 11B between the University of British Columbia and FEI on a permanent basis, effective October 1, 2017;

E.       The following participants filed Participant Assistance/Cost Award (PACA) applications with the BCUC with respect to their participation in the proceeding:

F.       By letter dated April 9, 2018, FEI provided its comments on the PACA applications, stating if the BCUC is satisfied that the participants have met the eligibility requirements, that the funding days claimed is appropriate, and that the level of participation has met with the BCUC’s criteria and requirements, then FEI has no further comment; and

G.      The Panel has reviewed the PACA applications in accordance with the criteria and rates set out in the PACA Guidelines, attached to Order G-97-17, and concludes that the cost awards should be approved.

 

NOW THEREFORE pursuant to section 118(1) of the Utilities Commission Act, the British Columbia Utilities Commission orders as follows:

 

1.       Funding is awarded to the following participants in the listed amounts for their participation in the proceeding:
