ORDER
WHEREAS:
A. On April 19, 2018, British Columbia Hydro and Power Authority (BC Hydro) filed a Rate Schedule 1892 Transmission Service Freshet Energy Baseline Application (2018) (Application) with the British Columbia Utilities Commission (BCUC) to approve the following:
1)
Pursuant to sections 58-61 of the Utilities
Commission Act (UCA), an amendment to Special Condition 4 of Rate Schedule
1892 (RS 1892) to allow changes to High Load Hour (HLH) Baseline, Low Load Hour
(LLH) Baseline and Reference Demands of electricity consumption for the period
May 1 to July 31, 2018
(2018 Freshet Period); and
2) Pursuant to Special Condition 4 of RS 1892, alternative HLH Baseline, LLH Baseline and Reference Demand for specified customers;
B. As part of the 2015 Rate Design Application (RDA) filed on September 24, 2015, BC Hydro sought approval from the BCUC for a new optional RS 1892 – Transmission Service – Freshet Energy, which provides participating customers market pricing for incremental consumption during the annual Freshet Period on a pilot basis ending December 31, 2017 (the Freshet Rate Pilot);
C. By Order G-17-16 dated February 9, 2016, RS 1892 was approved, pursuant to sections 58-61 of the UCA. Directive 3 of Order G-17-16 instructed BC Hydro to file three evaluation reports of the Freshet Rate Pilot as described in section 7.3.4.6 of the 2015 RDA;
D. By Order G-45-18 dated February 27, 2018, the BCUC approved BC Hydro’s request to extend the Freshet Rate Pilot to a third year, extending the termination date of the Freshet Rate Pilot (and therefore, RS 1892) to December 31, 2018. Filing of the final evaluation report was extended from spring 2018 to fall 2018;
E. BC Hydro requests that Appendices C and D of the Application be held confidential as they contain commercially sensitive information;
F. The BCUC has reviewed the Application and finds that the approvals requested are warranted.
NOW THEREFORE pursuant to sections 58 to 61 of the UCA, the BCUC orders the following:
1. The alternative LLH and HLH Baselines and Reference Demands contained in Appendices C and D of the Application are approved effective May 1, 2018.
2. Revised customer-specific tariff sheets for RS 1892, as submitted with the Application, are approved as filed.
3. Appendices C and D of the Application will be held in confidence as they contain commercially sensitive information.
