Re: BC Hydro– Application Approval of Amendments to the Availability Clause of Rate Schedule 1105
Dear Mr. James:
By letter dated June 12, 2018, British Columbia Hydro and Power Authority (BC Hydro) applied for approval to amend the Availability clause of Rate Schedule (RS) 1105 of the Electric Tariff, also known as the residential E-Plus rate, to remove the restriction on replacement of existing space and hot water heating equipment (Application).
Page 1 of attachment 2 of the Application includes a black-lined version of the proposed amendments to the Availability clause of RS 1105, as follows:

For residential space heating and water heating.
Electricity purchased under this Rate Schedule will be separately metered. Service is single phase, 60 hertz, at 120/240 or 240 volts.
This Rate Schedule is available only for Premises served under this Rate Schedule on January 15, 1990 and continuously thereafter, |
BC Hydro submits that the proposed amendments to RS 1105 will enable residential E-Plus customers to replace and improve the energy efficiency of their heating system equipment and still qualify for the E-Plus rate during the phase-out period. BC Hydro is requesting approval of this amendment effective as of the date of a British Columbia Utilities Commission (BCUC) order.
The BCUC invites comments on BC Hydro’s proposed amendments to the Availability clause of RS 1105 from those interveners that filed arguments regarding the residential E-Plus rate in the BC Hydro 2015 RDA proceeding, those parties being E-Plus Homeowners Group (EPHG), Non-Integrated Areas Ratepayers Group (NIARG), British Columbia Sustainable Energy Association and Sierra Club of BC (BCSEA-SCBC), and the Commercial Energy Consumers Association of BC (CEC). Comments are to be filed, in accordance with the following schedule:
