Application for Acceptance of 2019-2022 Demand Side Management Expenditures Plan

ORDER

WHEREAS:

 

A.      On June 22, 2018, FortisBC Energy Inc. (FEI) submitted its Application for Acceptance of 2019-2022 Demand Side Management (DSM) Expenditures Plan (Application) pursuant to section 44.2 of the Utilities Commission Act (UCA);

B.      In the Application, FEI seeks acceptance of Conservation and Energy Management total expenditures of $324.6 million for 2019 through 2022;

C.      FEI seeks the following additional approvals:

1.       approval for funding transfers as set out in Section 9.1 of the Application;

2.       approval of the forecast rate base additions accounting treatment as set out in Section 9.2 of the Application; and

3.       approval to move from a 10 year to a 16-year amortization period for DSM expenditures as set out in Section 9.3 of the Application; and

D.      The BCUC considers that establishing a regulatory timetable for the review of the Application is warranted.

 

NOW THEREFORE the BCUC orders as follows:

 

1.       A written public hearing process is established for the review of the FEI Application, in accordance with the regulatory timetable set out in Appendix A to this order.

2.       As soon as is reasonably possible, FEI is directed to publish the Application, this order, and the regulatory timetable on its website and to provide a copy of the Application and this order to:

a.       Members of the Energy Efficiency and Conservation Advisory Group; and

b.      Registered interveners in the FEI 2017 Long Term Gas Resource Plan proceeding.

3.       Parties who wish to participate in this regulatory proceeding are to register with the BCUC by completing a Request to Intervene Form, available on the BCUC’s website at http://www.bcuc.com/forms/request-to-intervene.aspx, by the date established in the regulatory timetable attached as Appendix A to this order, and in accordance with the BCUC’s Rules of Practice and Procedure attached to Order G-1-16.

4.       Parties who wish to receive electronic notification of filings for this proceeding should register online as an interested party available on the BCUC’s website at http://www.bcuc.com/Registration-InterestedParty.aspx.
