Annual Review of 2019 Rates

ORDER

WHEREAS:

 

A.      On September 15, 2014, the British Columbia Utilities Commission (BCUC) issued its Decision and Order G-139-14 for FortisBC Inc. (FBC) approving a Multi-Year Performance Based Ratemaking (PBR) Plan for 2014 through 2019 (PBR Decision). In accordance with the PBR Decision, an annual review process with the BCUC will be undertaken to set rates for each year;

B.      On June 23, 2015, the BCUC issued its Decision and Order G-107-15 in the FBC Annual Review of 2015 Rates application, setting out, among other things, the regulatory timetable template for future annual reviews, which includes:

         Intervener registration;

         One round of BCUC and intervener information requests;

         A workshop which may include BCUC panel participation. The format of the workshop, including who facilitates it, will be determined at each annual review proceeding;

         FBC response to undertakings from the workshop;

         Intervener written final arguments; and

         FBC written reply argument;

C.      By letter dated July 26, 2018, FBC proposed a regulatory timetable for its annual review of 2019 rates; and

D.      The BCUC has reviewed FBC’s proposal and considers that establishment of a regulatory timetable for the annual review of FBC’s 2019 rates is warranted.


 

NOW THEREFORE the BCUC orders as follows:

 

1.       The regulatory timetable for the annual review for FBC’s 2019 rates is established, as set out in Appendix A to this order.

2.       A workshop to review FBC’s 2018 performance results and the 2019 revenue requirements will be held on Wednesday, October 10, 2018, commencing at 9:00 a.m., at the BCUC Hearing Room on the 12th Floor, 1125 Howe Street, Vancouver, BC.

3.       Interveners are to register with the BCUC by completing a Request to Intervene form, available on the BCUC’s website, by the date established in the regulatory timetable attached as Appendix A to this order, and in accordance with the BCUC’s Rules of Practice and Procedures attached to Order G-1-16.
