ORDER

WHEREAS:

 

A.      On November 30, 2016, FortisBC Inc. (FBC) applied to the British Columbia Utilities Commission (BCUC) pursuant to section 44.1(6) of the Utilities Commission Act (UCA) for acceptance of its 2016 Long Term Electric Resource Plan (2016 LTERP) and Long Term Demand-Side Management Plan (2016 LTDSM Plan) (Application);

B.      By Orders G-197-16, G-102-17, G-107-17, G-134-17, G-139-17 and G-155-17, the BCUC established a regulatory timetable and written hearing process for the review of the Application, which included: two rounds of information requests (IR) to FBC, Intervener Evidence and IRs on that evidence, one round of Panel IRs and submissions on filed Errata;

C.      BC Sustainable Energy Association and Sierra Club BC, British Columbia Hydro and Power Authority, the British Columbia Old Age Pensioners’ Organization et al., Commercial Energy Consumers Association of British Columbia, Industrial Customer Group, Zellstoff Celgar Partnership Limited, Ms. Jerrilynn DeCock, Mr. Norman Gabana, Mr. Nicholas Marty, Mr. Donald Scarlett and Mr. Andy Shadrack registered as interveners in the proceeding;

D.      Decision and accompanying Order G-117-18 regarding the Application was released on June 28, 2018;

E.       The following participants filed Participant Assistance/Cost Award (PACA) applications with the BCUC with respect to their participation in the proceeding:

F.       By letter dated June 14, 2018, FBC provided its comments on the PACA applications, stating that if the BCUC is satisfied that the participants have met the eligibility requirements, that the funding days claimed is appropriate and that the level of participation has met with the BCUC’s criteria and requirements, then FBC has no further comment; and

G.      The BCUC has reviewed the PACA applications in accordance with the criteria and rates set out in the PACA Guidelines, attached to BCUC Order G-97-17, and concludes that the cost awards should be approved.

 

NOW THEREFORE pursuant to section 118(1) of the Utilities Commission Act, the BCUC orders as follows:

 

1.       Funding is awarded to the following participants in the listed amounts for their participation in the FBC 2016 Long Term Electric Resource Plan and 2016 Long Term Demand-Side Management Plan proceeding:
