ORDER

WHEREAS:

 

A.      On April 26, 2018, the Insurance Corporation of British Columbia (ICBC) filed an application with the British Columbia Utilities Commission (BCUC) seeking approval to streamline ICBC’s information technology (IT) compliance reporting requirements (Application);

B.      By Orders G-99-18 and G-111-18, the BCUC established a regulatory timetable for the review of the Application, which included intervener registration, a Streamlined Review Process (SRP) with written questions to ICBC in advance of the SRP, and intervener final and ICBC reply arguments. ICBC provided an oral final argument at the SRP;

C.      On July 26, 2018, the BCUC issued Order G-139-18 with accompanying reasons for decision approving certain requested changes to ICBC’s IT compliance reporting requirements as applied for and modifying others as shown in Section 4.0 of Appendix A to the order;

D.      The following participants filed Participant Assistance/Cost Award (PACA) applications with the BCUC with respect to their participation in the proceeding:

E.       By letter dated August 29, 2018, ICBC provided its comments on the PACA applications, stating that it finds the costs and disbursements submitted by the participants to be reasonable in relation to the participation of each party in the regulatory process for the Application, but notes that each participant submitted a different amount of time (i.e. portion of the day) for the proceeding day; and

F.       The BCUC has reviewed the PACA applications in accordance with the criteria and rates set out in the PACA Guidelines, attached to Commission Order G-97-17, and concludes that the cost awards should be approved.

 

NOW THEREFORE pursuant to section 118(1) of the Utilities Commission Act, the BCUC orders as follows:

 

1.       Funding is awarded to the following interveners in the listed amounts for their participation in the ICBC Application to Streamline Information Technology Compliance Reporting Requirements proceeding:
