ORDER

WHEREAS:

 

A.      On November 30, 2016, FortisBC Inc. (FBC) filed with the British Columbia Utilities Commission (BCUC) its 2016 Long Term Electric Resource Plan and Long Term Demand Side Management (2016 LT DSM) Plan. The 2016 LT DSM Plan includes an assessment of the energy efficiency and conservation potential for FBC customers and identifies FBC’s preferred DSM scenario for long term planning purposes;

B.      On June 28, 2018, the BCUC issued its Decision and Order G-117-18 accepting the 2016 LT DSM Plan as being in the public interest;

C.      On November 15, 2017, FBC filed an application for Acceptance of DSM Expenditures for 2018 of $7.9 million, which was approved by the BCUC Order G-113-18, dated June 14, 2018;

D.      On August 2, 2018, FBC filed its application for Acceptance of Demand-Side Management Expenditures 2019 to 2022 (Application) with the BCUC;

E.       In the Application, FBC seeks acceptance, pursuant to section 44.2 of the Utilities Commission Act (UCA), of DSM total expenditures as set out in Table 5-2 of the Application of $44.0 million (inflation adjusted) for 2019 through 2022;

F.       FBC also seeks the following additional approvals:

1.       approval to move to a 15-year amortization period for DSM expenditures, as set out in
Section 8.1 of the Application; and

2.       approval for flexibility in the timing of expenditures within the proposed program areas, as set out in Section 8.2 of the Application; and

G.      The BCUC considers that establishing a regulatory timetable for the review of the Application is warranted.

NOW THEREFORE the BCUC orders as follows:

 

1.       A written public hearing process is established for the review of the FBC Application, in accordance with the regulatory timetable set out in Appendix A to this order.

2.       As soon as is reasonably possible, FEI is directed to publish the Application, this order, and the regulatory timetable on its website and to provide a copy of the Application and this order to members of the Energy Efficiency and Conservation Advisory Group;

3.       Parties who wish to participate in this regulatory proceeding are to register with the BCUC by completing a Request to Intervene Form, available on the BCUC’s website at www.bcuc.com/forms/request-to-intervene.aspx, by the date established in the regulatory timetable attached as Appendix A to this order and in accordance with the BCUC’s Rules of Practice and Procedure attached to Order G‐1‐16.

4.       Parties who wish to receive electronic notification of filings for this proceeding should register online as an interested party available on the BCUC’s website at www.bcuc.com/Registration-InterestedParty.aspx.
