ORDER
WHEREAS:
A. On October 18, 2018, Creative Energy Vancouver Platforms Inc. (Creative Energy) filed with the British Columbia Utilities Commission (BCUC) an updated Fuel Cost Adjustment Charge (FCAC) application, seeking approval of an FCAC of $13.75 per thousand pounds of steam (M#), effective October 1, 2018 (Application);
B. Pursuant to the BCUC’s decision and accompanying Order G-167-16 regarding Creative Energy’s 2016-2017 Revenue Requirements Application and Rate Design for Northeast False Creek Hot Water Hot Water Service (2016-2017 RRA), the Application includes the forecast Fuel Charge Stabilization Account (FCSA), a 12 month fuel expense forecast of $15,556,129 and a 12 month load forecast of 1,131,035 M#;
C. By Order G-167-16, dated November 18, 2016, the BCUC established the process by which the FCSA is managed. Further, the BCUC set the FCAC at $9.92/M# effective January 1, 2017 on an interim and refundable basis, pending the BCUC’s review of the updated 2017 load forecast;
D. By Order G-13-17, dated February 1, 2017, the BCUC approved a permanent FCAC of $10.85 per M#, effective January 1, 2017;
E. In its decision and accompanying Order G-205-18, dated October 25, 2018, the BCUC directed Creative Energy to file for approval of the amortization period for the FCSA at the time it files the FCAC rate change applications with the BCUC in the format directed in the 2016-2017 RRA decision; and
F. The BCUC has reviewed the FCAC Application with respect to Orders G-167-16 and G-205-18.
NOW THEREFORE pursuant to section 61(4) of the Utilities Commission Act, the BCUC orders the following:
1. The FCAC rate of $13.75 per M# is approved, effective the date of the Application, October 18, 2018.
2. Creative Energy is to inform its customers of the approved FCAC rate in a timely manner by way of a customer notice.
3. Creative Energy is directed to file a report on a quarterly basis with a review of the FCSA balance, the appropriate amortization of the FCSA and a request to change the FCAC in the format directed in the 2016-2017 RRA.
4. Creative Energy is directed to include a full evaluation of its options to mitigate supply risk and include forecast fuel oil prices in future Annual Contracting Plans.
