ORDER
WHEREAS:
A. On December 1, 2017, Creative Energy Vancouver Platforms Inc. (Creative Energy) filed its 2018–2022 Revenue Requirements Application with the British Columbia Utilities Commission (BCUC) seeking, among other things, approval of a multi-year index based ratemaking mechanism to be applied to setting steam rates for the years 2018–2022, including interim and final approval to increase steam rates by 2.15 percent, effective January 1, 2018 (Application);
B. On December 22, 2017, pursuant to Order G-200-17, the BCUC approved a steam rates increase of 2.15 percent on an interim and refundable basis, effective January 1, 2018;
C. The regulatory process, established by Orders G-12-18, G-43-18, G-90-18 and G-129-18, included, among other things: Creative Energy’s filing of supplementary information; two rounds of information requests by the BCUC and interveners; one round of Panel information requests; and written final and reply arguments;
D. The following interveners registered in the proceeding:
• British Columbia Old Age Pensioners’ Organization et al.;
• Commercial Energy Consumers Association of British Columbia;
• FortisBC Alternative Energy Services Inc.; and
• FortisBC Energy Inc.;
E. On October 25, 2018, by Order G-205-18 with decision issued concurrently, the BCUC made various determinations on the Application, including denying the multi-year index based ratemaking mechanism. The BCUC directed Creative Energy to establish 2018 steam rates on a permanent basis in accordance with the method and calculations described in the decision;
F. The following participants filed Participant Assistance/Cost Award (PACA) applications with the BCUC with respect to their participation in the proceeding:

G. On November 1, 2018, in accordance with Section 14 of the BCUC’s PACA Guidelines approved by Order G‑97‑17, the BCUC sought comment from Creative Energy on the PACA applications;
H. Creative Energy did not provide any comments on the PACA applications; and
I. The BCUC has reviewed the PACA applications in accordance with the criteria and rates set out in the PACA Guidelines attached to Order G-97-17 and concludes that the cost awards should be approved.
NOW THEREFORE pursuant to section 118(1) of the Utilities Commission Act, the BCUC orders as follows:
1. Funding is awarded to the following interveners in the listed amounts for their participation in the Creative Energy 2018–2022 Revenue Requirements Application proceeding:
