ORDER

WHEREAS:

A.      On May 3, 2016, the British Columbia Utilities Commission (BCUC) issued Order G-58-16, establishing a proceeding to review the regulatory oversight of British Columbia Hydro and Power Authority’s (BC Hydro) capital expenditures and projects (Review);

B.      By Order G-193-18 dated October 11, 2018, the BCUC set out a regulatory timetable which included the filing of evidence by the Commercial Energy Consumers Association of British Columbia (CEC), and the filing of rebuttal evidence by BC Hydro;

C.      On November 5, 2018, CEC filed evidence with the BCUC;

D.      By letter dated November 23, 2018, BC Hydro requested an extension to the filing deadline for its rebuttal evidence. BC Hydro submits that it requires additional time to assess and respond to CEC’s evidence due to resources needed for the preparation of its next Revenue Requirements Application, the CEC evidence touching on all of BC Hydro’s capital business groups, and the evidence including a new proposal not previously considered in this or any other proceeding. BC Hydro also submits that it would be helpful if a report with respect to the Government Review of BC Hydro, expected to be released at the beginning of the year, is available to inform BC Hydro’s rebuttal evidence; and

E.       The BCUC has reviewed the request of BC Hydro and considers an amendment to the regulatory timetable for the Review established by Order G-193-18 is warranted.

NOW THEREFORE the BCUC orders as that the regulatory timetable for the Review established by Order
G-193-18 is amended and attached as Appendix A to this order.
