ORDER

WHEREAS:

 

A.      On October 12, 2018, British Columbia Hydro and Power Authority (BC Hydro) filed its Supply Chain Application Project (SCA Project) Phase Two verification report with the British Columbia Utilities Commission (BCUC) requesting acceptance of a cost range of $38.5 million to $45.4 million in Implementation Phase capital expenditures for the SCA Project, pursuant to section 44.2 of the Utilities Commission Act (Application);

B.      By Order G-158-17 dated October 19, 2017 and the decision issued concurrently, the BCUC accepted capital expenditures ranging from $22.5 million to $29.7 million required to complete work up to the end of the Definition Phase of the SCA Project (Phase One Decision). Order G-158-17 also directed BC Hydro to file, as soon as practicable, a Phase Two verification report at the end of the Definition Phase of the SCA Project;

C.      By Order G-218-18 dated November 15, 2018, the BCUC established a regulatory timetable for the review of the Application, which included intervener registration and written submissions from registered interveners and BC Hydro on the scope of the proceeding and on further process;

D.      On November 22, 2018, the Commercial Energy Consumers Association of British Columbia (CEC) registered as an intervener in the proceeding;

E.       On November 26, 2018 and November 28, 2018 respectively, the BCUC received a submission from the CEC and a reply submission from BC Hydro; and

F.       The BCUC has reviewed the submissions and considers that establishing the remaining regulatory timetable for the review of the Application is warranted.

NOW THEREFORE the BCUC orders as follows:

 

1.       A regulatory timetable for the remaining review of the Application is established, as set out in Appendix A to this order.

2.       The scope for the review of the Application is established, as set out in Appendix B to this order.

SCOPE OF THE PROCEEDING

 

The scope of this proceeding is to include, but is not necessarily limited to:

         Whether the benefits flowing from the SCA Project remain credible and sufficient;

         Whether the total project costs are reasonable;

         Whether the scope of the SCA Project is acceptable if it has changed significantly since the Phase One Decision; and

         Whether the SCA Project benefits have sufficient baseline information to enable accountability for benefit capture.
