ORDER

WHEREAS:

 

A.      On December 21, 2018, Pacific Northern Gas Ltd. and Pacific Northern Gas (N.E.) Ltd. (collectively, PNG) applied to the British Columbia Utilities Commission (BCUC), pursuant to section 44.2 of the Utilities Commission Act , for acceptance of the expenditures schedule for PNG’s Energy Conservation and Innovation (ECI) programs for 2019 and 2020 (Application);

B.      In the Application, PNG sought the following additional approvals:

1.       approval granting PNG flexibility in the reallocation of expenditures amongst demand-side measure (DSM) programs and between program years, subject to the total amount not exceeding the total amount of $827,000 sought in this application; and

2.       approval to record all DSM expenditures in a rate base regulatory asset deferral account, and to retain the 5-year amortization period for DSM expenditures approved in G-203-15;

C.      By Order G-4-19, the BCUC established a regulatory timetable for the review of the Application, which included: intervener registration; one round of information requests; and written final and reply arguments;

D.      On June 6, 2019, by Decision and Order G-121-19, the BCUC issued its final determinations on the Application;

E.       The following participant filed a Participant Assistance/Cost Award (PACA) Application with the BCUC with respect to its participation in the proceeding:

F.       By email dated May 1, 2019, PNG provided its comments on the BCOAPO’s PACA Application, stating that it finds the PACA application to be reasonable; and

G.     The BCUC has reviewed the PACA Application with regard to the criteria and rates set out in the PACA Guidelines attached to Order G-97-17 and concludes that PACA funding is warranted.

NOW THEREFORE the BCUC orders as follows:

 

1.       Funding is awarded to the following intervener in the listed amount for their participation in the PNG Energy Conservation and Innovation Program Funding Application proceeding:

2.       PNG is directed to reimburse the above-noted participant for the awarded amount in a timely manner.
