Application to Extend the Gas Supply Mitigation Incentive Program

ORDER

WHEREAS:

A.      On June 6, 2019, FortisBC Energy Inc. (FEI) filed an application with the British Columbia Utilities Commission (BCUC), seeking approval pursuant to sections 59-61 of the Utilities Commission Act (UCA) for an extension of the Gas Supply Mitigation Incentive Program (GSMIP), for a three-year term for the period November 1, 2019 to October 31, 2022 (Application);

B.      In the Application, FEI proposes continuation of the existing GSMIP model and Term Sheet, unchanged, to be effective November 1, 2019;

C.      By Order G-163-19 dated July 25, 2019, the BCUC established a written hearing process and regulatory timetable to review the Application. The timetable included one round of information requests, letters of comment, and further process to be determined;

D.      British Columbia Old Age Pensioner’s Organization et al. (BCOAPO) and Commercial Energy Consumers Association of British Columbia (CEC) submitted letters of comment, in which CEC requested as a part of further process that the BCUC allow letters of comment to be filed upon review of the responses to BCUC information requests and the close of the evidentiary record;

E.       The BCUC has reviewed the submissions and has determined that a further regulatory timetable is warranted.

NOW THEREFORE the BCUC orders that a further regulatory timetable is established, as set out in Appendix A to this order.
