Request for Supplemental Extension on Submission of 2019 Consolidated Resource Plan

ORDER
WHEREAS:
A. On August 19, 2019, Pacific Northern Gas Ltd. and Pacific Northern Gas (N.E.) Ltd. (collectively, PNG) filed an application with the British Columbia Utilities Commission (BCUC), requesting a further extension to filing the 2019 Consolidated Resource Plan from September 30, 2019 to October 31, 2019, and thus a variance to Order G-140-14, as amended by Order G-76-19 (Application);
B. By Order G-140-14 dated September 16, 2014, the BCUC accepted the 2014 Resource Plan for PNG-West Pipeline system and the resubmission of the Demand Side Management portion of the 2012 Resource Plan for the PNG (NE) Fort St. John, Dawson Creek and Tumbler Ridge distribution pipeline systems. Among other approvals provided, the BCUC accepted PNG’s proposal to submit its future resource plans on a consolidated basis and to reduce the frequency of filing the plans to every five years;
C. By Order G-155-15 dated September 30, 2015, the BCUC accepted the 2015 Resource Plan for Fort St. John, Dawson Creek and Tumbler Ridge distribution systems and reiterated the directive in Order G-140-14 for PNG to file their resource plans on a consolidated basis no later than April 8, 2019;
D.
On February 20, 2019, PNG filed an application
with the BCUC requesting to extend the deadline for filing the 2019
Consolidated Resource Plan from April 8, 2019 to September 30, 2019. The BCUC,
by Order
G-76-19 approved PNG’s request for an extension to filing the 2019 Consolidated
Resource Plan and granted a variance to Order G-140-14;
E. PNG, in its Application, states that due to internal resource constraints it will be unable to complete review and validation procedures in time to allow for submission of the 2019 Consolidated Resource Plan by September 30, 2019; and
F. The BCUC has reviewed the Application and considers a variance to Order G-140-14, as amended by Order G-76-19, is warranted.
NOW THEREFORE pursuant to section 77 of the Utilities Commission Act, the BCUC approves PNG’s request for an extension to filing the 2019 Consolidated Resource Plan from September 30, 2019 to October 31, 2019 and thus a variance to Order G-140-14, as amended by Order G-76-19, is granted.
