ORDER

WHEREAS:

 

A.      On October 2, 2019, Creative Energy Vancouver Platforms Inc. (Creative Energy) filed an application with the British Utilities Commission (BCUC) for the approval of interim rates, terms and conditions of service, and a Revenue Deficiency Deferral Account (RDDA) effective November 1, 2019, for its provision of thermal energy service for heating at the Vancouver House Development in the South Downtown area of Vancouver (Application);

B.      By Order G-60-19 dated October 28, 2019, the BCUC approved Creative Energy’s interim rates, terms and conditions of service, and an RDDA on an interim and refundable basis, effective November 1, 2019; and

C.      The BCUC has commenced review of the Application and considers that establishing a regulatory timetable is warranted.

NOW THEREFORE the BCUC orders as follows:

 

1.       A regulatory timetable for the review of the Application is established, as set out in Appendix A to this order (Regulatory Timetable).

2.       Creative Energy is directed, as soon as reasonably possible, but no later than November 15, 2019, to:

a.       Provide by email or mail, notice of the Application and this order to all registered interveners in the Creative Energy 2018-2022 Revenue Requirements Application and all affected customers, including all parties that have purchased units in the Vancouver House Development and any tenants of the Vancouver House Development; and

b.      Post a copy of this order, the Application and the Public Notice attached as Appendix B, on the Creative Energy website.

3.       Interveners who wish to participate in the regulatory proceeding are to register with the BCUC by completing the Request to Intervene form, available on the BCUC’s website, by the date established in the Regulatory Timetable attached as Appendix A to this order. Those requesting intervener status are to specifically state the nature of their interest in the Application, identify generally the issues that they intend to pursue, and the extent of their anticipated involvement in the proceeding.

4.       Members of the public are invited to make submissions on the Application by the date established in the Regulatory Timetable. Submissions must be filed in the Letter of Comment Form available on the BCUC website.
