ORDER

WHEREAS:

 

A.      On April 29, 2019, the British Columbia Hydro and Power Authority (BC Hydro) filed an application to seek approval from the British Columbia Utilities Commission (BCUC) to, among other things, amend the Availability, Billing and Rate provisions in Rate Schedule 1289 (Application);

B.      By Order G-103-19A, the BCUC established a regulatory timetable for the review of the Application, which included one round of BCUC information requests (IRs) and one round of intervener IRs, followed by BC Hydro and intervener submissions on further process. The regulatory timetable was amended by Order G-144-19 and Order G-185-19;

C.      By September 3, 2019, the BCUC received submissions on further process from BC Hydro, BC Community Solar Coalition, BC Sustainable Energy Association, BC Old Age Pensioners’ Organization et al., Commercial Energy Consumers Association of British Columbia, City of Fort St. John, Net Metering Ratepayer Group (NMRG), and Mr. Hadland;

D.      By Order G-217-19A dated September 16, 2019, the BCUC established the remainder of the regulatory timetable for the review of the Application;

E.       By letter dated November 6, 2019, the NMRG requested an extension to the deadline for filing intervener evidence from November 7, 2019 to November 22, 2019;

F.       By Order G-276-19 dated November 7, 2019, the BCUC amended the regulatory timetable, which included an extension to the deadline for filing intervener evidence to November 14, 2019;

G.     On November 12, 2019, the Net Metering Ratepayer Group (NMRG) filed an application seeking reconsideration of the length of the extension granted for filing intervener evidence in the proceeding to review the Application. Specifically, NMRG sought amongst other relief, an extension of the deadline for filing of intervener evidence from November 14, 2019 to November 25, 2019 for NMRG and other affected parties (Reconsideration Application);

H.      By Order G-281-19 dated November 13, 2019, the BCUC suspended the review of the Application pending the outcome of the Reconsideration Application;

I.        By Order G-292-19 dated November 19, 2019, the BCUC orders that the Reconsideration Application by the Net Metering Ratepayer Group be allowed in part and the deadline for the filing of intervener evidence in the Application be extended to November 25, 2019; and

J.        The BCUC considers it is appropriate to resume the proceeding to review the Application.

 

NOW THEREFORE, the Panel orders that the proceeding be resumed and amends the regulatory timetable attached as Appendix A to this order.
