ORDER

WHEREAS:

 

A.      On February 4, 2020, FortisBC Energy Inc. (FEI) applied to the British Columbia Utilities Commission (BCUC) for approval of amendments to Rate Schedule 30 (RS 30) – Off-System Sales and Purchases Rate Schedule and Agreement (Canada and U.S.A.) Tariff Pages, effective April 1, 2020 (Application);

B.      By Order G-79-01 dated July 12, 2001, the BCUC approved amendments to RS 30, which contains the Gas Electronic Data Interface (GasEDI) base contract and FEI’s set of Standard Provisions, both of which are used by FEI as the starting point for negotiation with counterparties with whom FEI wishes to execute off-system sales or purchase agreements;

C.      By Orders G-89-03 and G-197-11, the BCUC approved amendments to RS 30 as filed by FEI, with the most recent amendment approved through Order G-19-16, dated February 11, 2016;

D.      In the Application, FEI proposes to amend RS 30 in response to changing industry standards and practices as well as to carry out housekeeping changes which include formatting and updating information; and

E.       The BCUC considers that the establishment of a written comment process is warranted for review of the Application.

 

NOW THEREFORE the BCUC orders as follows:

 

1.       The establishment of a public written hearing process in accordance with the regulatory timetable, as set out in Appendix A to this order. 

2.       FEI must provide notice of the Application and a copy of this order to registered parties in the FortisBC Multi-Year Rate Plan Application for 2020-2024 proceeding, no later than Thursday, March 5, 2020.

3.       Any stakeholder wishing to provide comments on the proposed amendments to RS 30 should provide its submission to the BCUC in writing, with a copy to FEI, by Thursday, March 12, 2020. Letters of comment must be in the Letter of Comment Form available on the BCUC’s website at http://www.bcuc.com/forms/letter-of-comment.aspx, and submitted by email to commission.secretary@bcuc.com or by mail, courier or personal delivery to the BCUC, Suite 410, 900 Howe Street, Vancouver, BC, V6Z 2N3.
