Application for Approval of the Monthly Facilities Fee Related to the Biomethane Purchase Agreement Between FortisBC Energy Inc. and the City of Surrey on a Permanent Basis Effective July 1, 2018

ORDER

WHEREAS:
 

A.      On September 28, 2018, pursuant to sections 59 to 61 of the Utilities Commission Act (UCA), FortisBC Energy Inc. (FEI) applied to the British Columbia Utilities Commission (BCUC) seeking approval of the Monthly Facilities Fee related to the Biomethane Purchase Agreement between FEI and the City of Surrey, based on the actual costs, on a permanent basis, effective July 1, 2018;

B.      On February 29, 2016, the BCUC issued Order E-3-16 accepting the Biomethane Purchase Agreement between FEI and the City of Surrey;

C.      On June 15, 2017, the BCUC issued Order G-93-17, approving the Monthly Facilities Fee of $12,325 per month on an interim basis and directed FEI to file an application for permanent rates, effective July 1, 2017, on or before December 31, 2017;

D.      In accordance with Order G-93-17, FEI will refund the difference between the interim rate and permanent rate to Surrey by way of a billing adjustment the month following a permanent rate decision;

E.       On December 21, 2017, by Order G-198-17, the BCUC approved an extension to the filing for permanent rates for the Monthly Facilities Fee from December 31, 2017 to September 30, 2018; and

F.       The Panel has reviewed the Application and considers the following determinations are warranted.


 

NOW THEREFORE pursuant to sections 59 to 61 of the Utilities Commission Act, the BCUC orders as follows:

 

1.       The Monthly Facilities Fee of $11,962 per month is approved, on a permanent basis, effective July 1, 2018, the in-service month for the Surrey Interconnection Facility.

2.       FEI is to refund the difference between the interim rate and permanent rate to the City of Surrey by way of a billing adjustment by April 2, 2020.
