Dear Mr. Slater:
On December 20, 2019, FortisBC Energy Inc. (FEI) filed the Gas Supply Mitigation Incentive Program Year End Report (November 2018 – October 2019) (2018/19 GSMIP Year End Report), in accordance with BCUC Order G-141-16 and the 2016-2019 GSMIP Term Sheet accepted by Letter L-27-16. In the filing, FEI requests that the British Columbia Utilities Commission (BCUC) accept the calculation of the total Gas Supply Mitigation Incentive Program (GSMIP) incentive payment of $3,125,694 for the period November 1, 2018 to October 31, 2019 (2018/19 Gas Year).
On February 27, 2020, FEI filed responses to Confidential BCUC Staff Questions No. 1, which included an amended GSMIP Model Spreadsheet (2018/19 Amended GSMIP Model Spreadsheet) and revised calculation of the total GSMIP incentive payment of $3,131,657 for the 2018/19 Gas Year.
Appendix A of the 2018/19 GSMIP Year End Report and the 2018/19 Amended GSMIP Model Spreadsheet are electronic working copies of the GSMIP model spreadsheet, which FEI filed confidentially due to commercially sensitive information.
The BCUC has reviewed the 2018/19 GSMIP Year End Report and the 2018/19 Amended GSMIP Model Spreadsheet in accordance with the 2016-2019 GSMIP Term Sheet. FEI did not perform any new activities in the 2018/19 Gas Year. Appendix A to this letter provides a table from FEI showing the mitigation activity summary including the overall GSMIP incentive payment of $3,131,657 for the 2018/19 Gas Year.
The BCUC accepts the calculation of the GSMIP incentive payment of $3,131,657 for the mitigation activities FEI performed in the 2018/19 Gas Year. The BCUC will keep the GSMIP Model Spreadsheets confidential, as requested by FEI, as they contain commercially sensitive information.
The BCUC reviewed the 2018/19 GSMIP Year End Report and the 2018/19 Amended GSMIP Model Spreadsheet and is satisfied that the requirements of Order G-141-16 have been met.
