ORDER

WHEREAS:

 

A.      On March 20, 2020, Pacific Northern Gas Ltd. (PNG) filed an application with the British Columbia Utilities Commission (BCUC) for approval of a new industrial firm transportation rate schedule (RS 40) (Application);

B.      In the Application, PNG requests the following:

1.       Approval of RS 40 and the related general terms and conditions (GTCs), pursuant to sections 59 to 61 of the Utilities Commission Act (UCA);

2.       Approval of the draft form of the Transportation Service Agreement (TSA) for customers seeking industrial firm transportation service, pursuant to section 58 of the UCA; and

3.       Approval to record to the Industrial Customer Deliveries Deferral Account (ICDDA), the delivery margin impact due to the rate differential of customers switching from an interruptible rate to the proposed
RS 40 rate during test years 2020 and 2021 for amortization in 2022, pursuant to sections 59 to 61 of the UCA; and

C.      The BCUC has commenced review of the Application and finds that a regulatory timetable is warranted.

 

NOW THEREFORE the BCUC orders as follows:

 

1.       The regulatory timetable for the review of the Application is established as set out in Appendix A to this order.

2.       Within two business days of issuance of this order, PNG is directed to publish the Application, this order and the regulatory timetable on its website and to provide a copy of this order, electronically where possible, to all parties that registered as interveners in the PNG West 2020–2021 Revenue Requirements Application proceeding and the PNG Application Regarding Process for Allocation of Reactivated Capacity and Approval of Large Volume Industrial Transportation Rate proceeding, as well as PNG’s industrial customers currently being served under its interruptible sales and transportation service tariff.

3.       In accordance with the BCUC’s Rules of Practice and Procedure attached as Appendix A to Order G-15-19, parties who wish to participate in the proceeding may submit a letter of comment, register as an interested party or request intervener status. Parties requesting intervener status must register with the BCUC by completing a Request to Intervene Form available on the BCUC’s website by the date established in the regulatory timetable attached as Appendix A to this order.
