ORDER

WHEREAS:

 

A.      On March 25, 2020, Pacific Northern Gas (N.E.) Ltd. (PNG(NE)) filed an application (Application) to the British Columbia Utilities Commission (BCUC), pursuant to sections 45 and 46 of the Utilities Commission Act, for approval of net capital expenditures of approximately $4.2 million to implement Automated Meter Reading (AMR) Infrastructure in its service areas (the AMR Project); and

B.      The Panel has reviewed the Application and considers that a public hearing for the review of the Application is warranted.

 

NOW THEREFORE the BCUC orders as follows:

 

1.       A public hearing process is established for the review of the Application in accordance with the Regulatory Timetable, as set out in Appendix A to this order.

2.       PNG(NE) shall provide an electronic copy of the Application and this order by no later than May 1, 2020 to all parties who participated in the PNG(NE) 2018–2019 Revenue Requirements Application proceeding or the PNG Application for Acceptance of 2019 Consolidated Resource Plan and for Acceptance of Energy Conservation and Innovation Portfolio Funding for 2020 to 2022 proceeding and any municipalities or districts who lie within PNG(NE)’s service territory.

3.       PNG(NE) must publish notice of this Application on its website and social media platforms, on or before May 1, 2020. It must also publish weekly reminder notices on each platform until the conclusion of the intervener registration period on May 22, 2020.

4.       PNG(NE) must publish in print/display-ad format, on or before May 1, 2020, the Notice of Application attached as Appendix B to this order in such appropriate news publications as may properly provide adequate notice to the public in the affected service area.

5.       Parties who wish to participate in the regulatory proceeding as interveners are to register with the BCUC by completing a Request to Intervene Form, available on the BCUC’s website under Get Involved, by May 22, 2020 as established in the Regulatory Timetable attached as Appendix A to this order, and in accordance with the BCUC’s Rules of Practice and Procedure attached to Order G-15-19.

PACIFIC NORTHERN GAS (N.E.) LTD. APPLICATION TO IMPLEMENT AUTOMATED METER READING INFRASTRUCTURE

On March 25, 2020, Pacific Northern Gas (N.E.) Ltd. filed its application for approval of capital expenditures to implement automated meter reading infrastructure (Application) with the British Columbia Utilities Commission (BCUC). The Application consists of a project to update and replace the current manual meter reading process for residential and commercial customers with automated meter reading infrastructure in the northeastern BC communities it services, including Fort St. John, Dawson Creek, Tumbler Ridge, and rural areas.
