ORDER

WHEREAS:

 

A.      On June 9, 2020, pursuant to sections 59 to 61 and 89 of the Utilities Commission Act (UCA), FortisBC Alternative Energy Services Inc. (FAES) applied to the British Columbia Utilities Commission (BCUC) for approval of the Fiscal 2020/21 Cost of Service (COS) Rate of $0.184 per kWh, effective July 1, 2020 (Application), based on FAES’ Forecast Annual COS for thermal energy service provided by FAES to the Delta School District No. 37 (DSD);

B.      By Order G-310-19 dated November 28, 2019, the BCUC approved a one-time repayment equal to the June 30, 2019 District Deferral Account (DDA) balance, and a COS Rate equal to $0.186 per kWh to reflect the absence of a DDA amortization expense in the Annual COS for 2019/20; and

C.      The BCUC has commenced its review of the Application and considers that interim approval of the Fiscal 2020/21 COS Rate and the establishment of a regulatory timetable are warranted.

 

NOW THEREFORE pursuant to sections 59 to 61 and 89 of the UCA, the BCUC orders as follows:

 

1.       A regulatory timetable for the review of the Application is established, as set out in Appendix A to this order.

2.       FAES is directed to provide a copy of the Application and this order to DSD within 2 business days of the date of this order.

3.       The COS Rate of $0.184 per kWh is approved, on an interim basis, effective July 1, 2020, for the fiscal and contract year from July 1, 2020 to June 30, 2021. Any variance between the interim and the permanent rate as determined by the BCUC following final disposition of the Application is subject to refund or recovery, with interest at the average prime rate of FAES’ principal bank for its most recent year.

4.       FAES is directed to file interim tariff pages for endorsement with the BCUC within 10 days of the date of this order.
