ORDER

WHEREAS:

A.      On August 31, 2020, FortisBC Energy Inc. (FEI) submitted an application with British Columbia Utilities Commission (BCUC) for a Certificate of Public Convenience and Necessity for the Pattullo Gas Line Replacement Project (PGR) pursuant to sections 45 and 46 of the Utilities Commission Act (UCA) (Application);

B.      In the Application, among other things, FEI requests an expedited review of the Application and an order by the first quarter of 2021 in order to facilitate initiating the detailed design and procurement of long lead material items;

C.      FEI states that the Application will be completed in one or more evidentiary updates. FEI further states it will file an evidentiary update at the end of September 2020 to either complete the Application or to update the BCUC on the status of its consultation and negotiation with the City of Burnaby, and advise when it will be able to complete the Application;

D.      By Order G-232-20 dated September 11, 2020, the BCUC, among other things, established a written hearing process and a regulatory timetable that includes FEI evidentiary update, one round of information requests, submission on further process, with further process to be determined; and

E.       On September 30, 2020, in compliance with Order G-232-20, FEI filed a status update regarding its evidentiary update. FEI states it expects to file the evidentiary update to complete the Application no later than December 15, 2020, and proposes the regulatory timetable be amended to include an additional round of information requests following FEI’s upcoming evidentiary update before submissions on further process.

NOW THEREFORE the BCUC orders that the Regulatory Timetable is amended, attached as Appendix A to this order.
