Housekeeping Amendments to the RS 36 Tariff and Rates

ORDER

WHEREAS:

 

A.      On September 16, 2020, FortisBC Energy Inc. (FEI) filed with the British Columbia Utilities Commission (BCUC) amendments to its Rate Schedule 36 (RS 36) Tariff and Rates effective April 1, 2017, April 1, 2018, April 1, 2019 and April 1, 2020 (Application);

B.      The BCUC approved cost allocation and cost recovery models for FEI’s Customer Choice Program by Decision and Order A-9-16, dated October 18, 2016, and Decision and Order A-1-17, dated February 20, 2017, (collectively the Cost Recovery Decisions);

C.      In the Application, FEI proposes to amend the RS 36 Tariff to reflect changes to the transaction fees charged to Gas Marketers. FEI states that all transaction fees charged to gas marketers are in accordance with the Cost Recovery Decisions, however, FEI states that it inadvertently neglected to update the RS 36 tariff pages; 

D.      The Application also includes revisions to the RS 36 terms and conditions, which FEI states are housekeeping in nature; and

E.       The BCUC has determined that the establishment of a public written comment process is warranted for the review of the Application.

 

NOW THEREFORE the BCUC orders as follows:

 

1.       The establishment of a public written comment process in accordance with the regulatory timetable, as set out in Appendix A to this order.

2.       FEI is directed, as soon as reasonably possible, but no later than Thursday, November 12, 2020, to provide notice of the Application and a copy of this order to all Licensed Gas Marketers, the British Columbia Old Age Pensioners’ Organization et al. (BCOAPO), and all registered parties in FEI’s 2016 Customer Choice Program Cost Recovery Application proceeding.

3.       Any stakeholder wishing to provide comments on the Application should provide its submission to the BCUC in writing, with a copy to FEI, by Thursday, November 26, 2020. Letters of comment must be in the Letter of Comment Form available on the BCUC’s website at http://www.bcuc.com/forms/letter-of-comment.aspx, and submitted by email to commission.secretary@bcuc.com or by mail to the BCUC, Suite 410, 900 Howe Street, Vancouver, BC, V6Z 2N3.
