ORDER
WHEREAS:
A. On October 8, 2020, Creative Energy Vancouver Platforms Inc. (CEVP) submitted a filing with the British Columbia Utilities Commission (BCUC), seeking approval of its 12-month forecast of fuel costs and the associated Fuel Cost Adjustment Charge (FCAC) of $12.50 per thousand pounds steam ($/M#), effective November 1, 2020 (Filing);
B. The proposed FCAC is based on a 12-month forecast of fuel costs totaling $14,202,590, and a 12-month steam load forecast of 1,140,634 M#;
C. By Decision and Order G-167-16, dated November 18, 2016, the BCUC directed that the FCAC would be based on its total annual fuel costs and steam load forecast as approved by the BCUC;
D. By Letter L-22-19, dated May 30, 2019, the BCUC accepted CEVP’s proposed contracting plan to obtain natural gas supply and delivery from FortisBC Energy Inc. under bundled service Rate 7, effective November 1, 2019;
E. By Decision and Order G-227-20, dated September 2, 2020, the BCUC approved the 12-month steam load forecast of 1,140,634 M#; and
F. The BCUC has reviewed the Filing and determines that a change to the FCAC is warranted.
NOW THEREFORE pursuant to section 61(4) of the Utilities Commission Act, the BCUC orders the following:
1. The FCAC rate of $12.50/M# is approved, effective November 1, 2020.
2. CEVP is to notify its customers of the approved FCAC rate by way of a bill insert or bill message included with the next bill.
