A. On October 2, 2020, the British Columbia Utilities Commission (BCUC) issued Order G-246-20 and the accompanying decision in the matter of British Columbia Hydro and Power Authority’s (BC Hydro) Fiscal 2020 to Fiscal 2021 Revenue Requirements Application (RRA) (F2020–F2021 RRA Decision). The F2020–F2021 RRA Decision directed BC Hydro to file a one-year revenue requirement application for fiscal 2022 by December 2020 for review through a streamlined process to realign the timing of BC Hydro’s future RRAs;
B. On December 9, 2020, BC Hydro filed a letter with the BCUC proposing a regulatory timetable for its Fiscal 2022 RRA (Application); and
C. The BCUC has considered the regulatory process proposed by BC Hydro for the review of the Application and determines that the establishment of a regulatory timetable is warranted.
NOW THEREFORE, the BCUC orders as follows:
1. The regulatory timetable for the review of the Application is established as set out in Appendix A to this order. Parties who wish to actively participate in the proceeding are to register with the BCUC by completing a Request to Intervene Form, available on the BCUC’s website under Get Involved, by the date established in the regulatory timetable and in accordance with the BCUC’s Rules of Practice and Procedure, attached to Order G-15-19.
2. A review session, involving a BC Hydro presentation and questions from participants, is to be held on Thursday, March 4, 2021, commencing at 9 a.m., with the location and format to be determined.
3. BC Hydro must provide a copy of this order within 2 business days of its issuance, electronically where possible, to all registered interveners and interested parties who participated in the BC Hydro F2020–F2021 RRA proceeding.
4. BC Hydro must post the Public Notice, similar in format and content to Appendix B to this order on its Twitter, LinkedIn and Facebook social media platforms, on or before Tuesday, December 29, 2020. It must also publish weekly reminder notices on each of these platforms until the conclusion of the intervener registration period on Tuesday, January 15, 2021.
5. BC Hydro must make its best efforts to properly provide adequate public notice, including electronically where possible, to all customers in its service area, as soon as practicable.
6. BC Hydro must make the Application and this order available on its website at http://www.bchydro.com by Tuesday, December 22, 2020.
