ORDER

WHEREAS:

A.      On August 31, 2020, FortisBC Energy Inc. (FEI) submitted an application with British Columbia Utilities Commission (BCUC) for a Certificate of Public Convenience and Necessity for the Pattullo Gas Line Replacement Project (PGR) pursuant to sections 45 and 46 of the Utilities Commission Act (UCA) (Application);

B.      In the Application, among other things, FEI requests an expedited review of the Application and an order by the first quarter of 2021 in order to facilitate initiating the detailed design and procurement of long lead material items;

C.      By Order G-232-20 dated September 11, 2020, the BCUC, among other things, established a written hearing process and a regulatory timetable that includes FEI evidentiary update, one round of information requests (IRs), and submission on further process, with further process to be determined. The regulatory timetable was subsequently amended by Order G-253-20 dated October 8, 2020;

D.      By December 23, 2020, FEI and interveners submitted submissions on further process in support of continuing the review of the Application by way of an addition round of IRs, followed by written final arguments; and

E.       The BCUC has reviewed the submissions and considers a further regulatory timetable for the review of the Application is warranted. Due to the holiday season and the large amount of materials submitted in the evidentiary update, the BCUC considers an additional two weeks to prepare IRs than FEI’s proposal is appropriate.

NOW THEREFORE the BCUC establishes a further regulatory timetable, as set out in Appendix A to this order.
