ORDER
WHEREAS:
A. On January 29, 2021, British Columbia Hydro and Power Authority (BC Hydro) filed with the British Columbia Utilities Commission (BCUC), pursuant to sections 58 to 61 of the Utilities Commission Act (UCA) and in accordance with the Government of British Columbia’s Direction to the BCUC Respecting Industrial Electrification (Order in Council No. 657 issued on December 21, 2020, BC Reg. 295/2020) (Direction), an application requesting the BCUC’s consent to rescind Tariff Supplement (TS) No. 37 Northwest Transmission Line Supplemental Charge and approval of Rate Schedule (RS) 1894 – Transmission Service – Clean B.C. Industrial Electrification Rate – Clean Industry and Innovation and RS 1895 – Transmission Service – Clean B.C. Industrial Electrification Rate – Fuel Switching (collectively, the Application);
B. The Direction requires the BCUC provide consent for the rescission of TS No. 37 and to set as rates RS 1894 and RS 1895 within ten days of receiving BC Hydro’s application to do so; and
C. The BCUC has reviewed the Application in accordance with the Direction and considers that approval is warranted. The BCUC has not reviewed the Application for its regulatory justification.
NOW THEREFORE pursuant to sections 58 to 61 of the UCA and in accordance with the Direction, the BCUC orders as follows:
1. BC Hydro’s TS No. 37 is rescinded effective the date of this order.
2. BC Hydro is approved to use RS 1894 and RS 1895, included as Appendix A of the Application, effective the date of this order.
3. BC Hydro is directed to provide a brief annual report to the BCUC on the performance of the new RS 1894 and RS 1895, including the number of new customers on each new rate schedule, the incremental load obtained under each new rate schedule, the incremental revenues associated with each new rate schedule and the quantification of greenhouse gas reduction as related to each new rate schedule. This report may be included in BC Hydro’s annual report to the BCUC.
