ORDER
WHEREAS:
A. On February 12, 2021, the Lieutenant Governor in Council approved Order in Council No. (OIC) 073/21 directing the Insurance Corporation of British Columbia (ICBC) to apply to the British Columbia Utilities Commission (BCUC) by February 16, 2021 for approval of a COVID-19 Basic insurance rebate by way of Basic Insurance Tariff (Tariff) amendments related to the Government Directive of January 26, 2021 with respect to the Application in Support of COVID-19 Rebate as set out in OIC 073/21 (the January 2021 Government Directive regarding a COVID-19 Rebate);
B. On February 12, 2021, the Lieutenant Governor in Council approved OIC 074/21, amending Special Direction IC2 to the British Columbia Utilities Commission, B.C. Reg 307/2004 (Special Direction IC2) such that, within 10 days of ICBC applying for changes in accordance with the January 2021 Government Directive regarding a COVID-19 Rebate, the BCUC must approve and set the changes to rates;
C. On February 16, 2021, in accordance with OIC 073/21, ICBC filed its Application in Support of a COVID-19 Basic Insurance Rebate (Application) with the BCUC;
D. ICBC sought approval of the amended Tariff pages attached in the January 2021 Government Directive regarding a COVID-19 Rebate, as provided in Appendix A of the Application, to be effective March 1, 2021;
E. In the Application, ICBC explains the rationale for providing a COVID-19 Basic insurance rebate and the associated Tariff amendments required for its implementation;
F. On February 23, 2021, ICBC submitted responses to BCUC staff questions regarding the Application; and
G. The BCUC considers that approval of the Application is required in accordance with OICs 073/21 and 074/21 as directed. The BCUC has not reviewed the Application for its regulatory justification.
NOW THEREFORE the BCUC orders that the Tariff pages attached to the January 2021 Government Directive regarding a COVID-19 Rebate are approved as filed in the Application, effective March 1, 2021.
