Application for Approval of Interim Rates

ORDER

WHEREAS:

 

A.      On March 8, 2021, Lake Okanagan Resort (LOR) filed with the British Columbia Utilities Commission (BCUC) an application for approval of interim tariff rates for metered electricity for its customers, the Strata Corporations (Application);

B.      LOR currently purchases electricity from British Columbia Hydro and Power Authority (BC Hydro) under rate schedule (RS) 1611 and then resells the electricity to the following Strata Corporations under RS 1101 and RS 1121:

1.       Point Beach 1100 (Strata Plan KAS3858) – 24 units;

2.       Condo 1, 2 and 3 (Strata Plan KAS287) - 18 units;

3.       Chalet – Strata Plan KAS322 – 22 units;

4.       Kingfisher – Strata Plan KAS316 – 18 units; and

5.       Lakeside & Terrace – Strata Plan KAS 520 - 99 units;

C.      LOR intends to continue charging the Strata Corporations the same rates, which are equivalent to BC Hydro’s residential tariff rates;

D.      By BCUC Letter L-26-20 dated, LOR was directed to re-file comprehensive interim tariff pages for endorsement by May 29, 2020. Further, LOR was directed to file with the BCUC a permanent rate application by June 15, 2020. The BCUC has yet to receive these filings; and

E.       The BCUC has reviewed LOR’s Application and finds that approval is warranted.

 


 

NOW THEREFORE pursuant to sections 59 to 61 and 89 of the Utilities Commission Act, the BCUC orders as follows:

 

1.       LOR is approved to set delivery rates at BC Hydro’s residential RS 1101 and RS 1121 for the Strata Corporations, on an interim basis, effective from the date of this order.

2.       The BCUC will determine the manner by which any variance between approved interim rates and permanent rates, with interest calculated at the average prime rate of LOR’s principal bank for its most recent year, will be refunded or collected from ratepayers at the time the BCUC renders its final decision on permanent rates for LOR.

3.       LOR is directed to file interim tariff pages within 15 days of the issuance of this order.
