ORDER
WHEREAS:
A. On June 1, 2021, Oakridge Energy LP/GP Inc. (Oakridge Energy) submitted an application to the British Columbia Utilities Commission (BCUC) pursuant to sections 45 and 46 of the Utilities Commission Act seeking a Certificate of Public Convenience and Necessity (CPCN) to construct and operate a District Energy System (DES) for the provision of thermal energy service to the Oakridge Centre Redevelopment project in Vancouver, B.C. (Application);
B. Oakridge Energy is a Limited Partnership of entities within the Corix Group of Companies and the Creative Energy group, established to meet the thermal energy needs of the Oakridge Centre Redevelopment project;
C. The proposed DES has been designed as a low-carbon energy system that provides thermal energy through a combination of multiple heating and cooling energy sources, including a closed loop Geo-Exchange field, a waste heat recovery system, electric boilers, electric chillers, and natural gas boilers; and
D. The BCUC considers establishing a regulatory timetable for the review of the Application is warranted.
NOW THEREFORE the BCUC orders as follows:
1. A written public hearing process is established for the review of the Application in accordance with the regulatory timetable, as set out in Appendix A to this order.
2. Oakridge Energy is directed, as soon as reasonably possible, but no later than Tuesday, July 13, 2021, to:
a. provide an electronic copy of the Application and this order to all known affected or potentially affected parties, including:
i. the Musqueam, Squamish, and Tsleil-Waututh First Nations;
ii. all attendees of Oakridge Energy’s virtual stakeholder meeting, held on August 17, 2020 and the virtual public open houses, held on August 17 and 26, 2020;
iii. all known parties that have purchased units at the Oakridge Centre Redevelopment and all known future tenants of the Oakridge Centre Redevelopment; and
iv. all known future customers of Oakridge Energy’s DES;
b. provide an electronic copy of the Application and this order to all parties participating in:
i. BCUC’s Review of Thermal Energy Systems Regulatory Framework Guidelines proceeding;
ii. Creative Energy Vancouver Platforms Inc.’s (CEVP) 2021 Revenue Requirements Application for its Core Stream System proceeding; and
iii. Corix Multi-Utility Services Inc.’s (Corix) Application for Approval of a Corporate Cost Allocation Methodology proceeding; and
c. post a copy of this order, the Public Notice attached as Appendix B to this order and the Application on Oakridge Energy’s, CEVP’s and Corix’s website and all social media channels. Weekly reminder notices on each platform must be published until the conclusion of the intervener registration period on Tuesday August 3, 2021.
3. In accordance with BCUC’s Rules of Practice and Procedure, parties who wish to actively participate in this proceeding, must submit the Request to Intervene Form, available on the BCUC’s website at https://www.bcuc.com/get-involved/get-involved-proceeding.html, by Tuesday, August 3, 2021, as established in the regulatory timetable attached as Appendix A to this order.
