ORDER

WHEREAS:

 

A.      On June 30, 2021, Creative Energy Vancouver Platforms Inc. (Creative Energy) submitted an application to the British Columbia Utilities Commission (BCUC) for a Certificate of Public Convenience and Necessity (CPCN) for the Core Steam System Decarbonization Project (Project) pursuant to sections 45 and 46 of the Utilities Commission Act (UCA) (Application);

B.      The Project consists of the construction and operation of an electric steam boiler plant, an electric substation and related equipment;

C.      Creative Energy also requests approval, pursuant to section 44.2 of the UCA, of the following anticipated expenditures:

1.       $15.775 million for an electric transmission line constructed, owned and operated by the British Columbia Hydro and Power Authority (BC Hydro) from the Murrin substation to the existing Core Steam Plant; and

2.       $1.25 million for a BC Hydro Facilities Study of the transmission line to connect the electric steam plant and substation to the BC Hydro network;

D.      On September 2, 2021, by Order G-258-21, the BCUC established a regulatory timetable for the review of the Application, which included dates for intervener registration, BCUC and intervener information requests (IR) No. 1 and Creative Energy responses to IRs;

E.       During the week beginning October 4, 2021, many documents on the BCUC website were unavailable due to technical difficulties; and

F.       The BCUC considers that amending the regulatory timetable for the review of the Application is warranted in the circumstances.

 

NOW THEREFORE the BCUC orders that a further regulatory timetable for the review of the Application is established, as set out in Appendix A to this order.
