Extension Request Related to Filing the Heating TES and Cooling DCS Revenue Requirements

for the Vancouver House Development

ORDER

WHEREAS:

 

A.      On September 29, 2021, Creative Energy Vancouver Platforms Inc. (Creative Energy) filed a request with the British Columbia Utilities Commission (BCUC) to extend the filing date of its revised Thermal Energy System (Heating TES) and District Cooling System (Cooling DCS) revenue requirements to within two weeks following the BCUC’s Decision in the Core 2021 Revenue Requirements Application (RRA) (Extension Request);

B.      On October 2, 2019, Creative Energy applied to the BCUC for approval of rates for the Heating TES at the Vancouver House Development (Development) in Vancouver;

C.      By Order G-225-20 dated August 31, 2020, the BCUC, among other things, approved Creative Energy’s rates for the provision of cooling service at the Development on an interim and refundable basis;

D.      By Order G-222-21 and its accompanying Decision dated July 22, 2021, the BCUC directed Creative Energy to re-calculate the Heating TES and Cooling DCS revenue requirements using the three-factor Massachusetts Formula approved by Order G-227-20 and to file the revised rates models for both systems in a compliance filing within 30 days of its Decision;

E.       On July 30, 2021, Creative Energy requested an extension to the due date for the compliance filing, from August 20, 2021 to no later than September 30, 2021;

F.       On August 9, 2021, the BCUC approved Creative Energy’s request to extend the date of its compliance filing to September 30, 2021; and

G.      The BCUC has reviewed Creative Energy’s Extension Request and considers that an extension to the filing of the Heating TES and Cooling DCS revenue requirements is warranted.

NOW THEREFORE pursuant to section 99 of the Utilities Commission Act, the British Columbia Utilities Commission orders as follows:

 

The directive contained in section 7 of the Decision accompanying Order G-222-21 is varied as follows:

 

1.         Creative Energy’s request for an extension to the filing deadline of the Heating TES and Cooling DCS revenue requirements is approved.

2.         Creative Energy must submit the Heating TES and Cooling DCS revenue requirements as specified in the Decision accompanying Order G-222-21.
