ORDER
WHEREAS:
A. On January 13, 2021, Creative Energy Vancouver Platforms Inc. (Creative Energy) filed its 2021 Long Term Resource Plan (LTRP) (Application) pursuant to section 44.1 of the Utilities Commission Act (UCA), for acceptance by the British Columbia Utilities Commission (BCUC);
B. Creative Energy also seeks BCUC approval, pursuant to section 44.2 of the UCA, of the expenditure schedule contained in Appendix A to the Application (Expenditure Schedule) related to predevelopment expenditures for a boiler electrification project;
C. By Order G-40-21 dated February 8, 2021, the BCUC established a regulatory timetable for the review of the 2021 LTRP, which included a separate regulatory process for the review of the Expenditure Schedule. The regulatory process for the review of the Expenditure Schedule consisted of one round of written information requests (IRs), written final arguments filed by Creative Energy and interveners, and Creative Energy reply argument. The regulatory process for the review of the LTRP consisted of two rounds of IRs, written final arguments filed by Creative Energy and interveners, and Creative Energy reply argument.
D. The following parties registered as interveners in the proceeding:
1. BC Old Age Pensioners’ Organization et al. (BCOAPO);
2. The Commercial Energy Consumers Association of BC (the CEC); and
3. Residential Consumer Intervener Association (RCIA);
E. By Order G-177-21 dated June 7, 2021, the BCUC accepted the Expenditure Schedule;
F. On September 27, 2021, by Decision and Order G-283-21, the BCUC rejected the 2021 LTRP;
G. The following participants filed Participant Assistance/Cost Award (PACA) applications with the BCUC with respect to their participation in the proceeding:

H. On September 29, 2021, the BCUC provided the PACA applications to Creative Energy to comments on them by October 14, 2021. Creative Energy did not provide its comments;
I. The BCUC has reviewed the PACA applications in accordance with the criteria and rates set out in the PACA Guidelines, attached to BCUC Order G-97-17, and concludes that the cost awards should be approved.
NOW THEREFORE pursuant to section 118(1) of the Utilities Commission Act, the BCUC orders as follows:
1. Funding is awarded to the following interveners in the listed amounts for their participation in the proceeding:

2. Creative Energy is directed to reimburse the above-noted participants for the awarded amount in a timely manner.
