Fuel Cost Adjustment Charge Change

ORDER
WHEREAS:
A. On October 26, 2021, Creative Energy Vancouver Platforms Inc. (CEVP) filed with the British Columbia Utilities Commission (BCUC) an application seeking approval of an updated Fuel Cost Adjustment Charge (FCAC) of $15.40 per thousand pounds steam (/M#) for the gas year beginning November 1, 2021 and ending October 31, 2022 (2021/2022 Gas Year) (Application);
B. By Order G-227-20 dated September 2, 2020, the BCUC approved the 2020 steam load forecast of 1,140,634 M#, which at time the Application was filed, was the most recently approved 12-month steam load forecast;
C. CEVP’s proposed FCAC is based on a 12-month forecast of fuel costs totaling $17,533,399, using the 2020 steam load forecast of 1,140,634 M# for the 2021/2022 Gas Year;
D. By Decision and Order G-167-16 dated November 18, 2016, the BCUC directed that the FCAC would be based on its total annual fuel costs and steam load forecast as approved by the BCUC;
E. By Letter L-22-19 dated May 30, 2019, the BCUC accepted CEVP’s proposed contracting plan to obtain natural gas supply and delivery from FortisBC Energy Inc. under Rate Schedule 7, effective November 1, 2019;
F. By Order G-295-20 dated November 1, 2020, the BCUC approved the FCAC of $12.50/M# for the 2020/2021 Gas Year, effective November 1, 2020.
G. By Order G-84-21 dated March 18, 2021, the BCUC directed CEVP, if necessary, to request to change the FCAC by no later than October 31, 2021; and
H. The BCUC has reviewed the Application with respect to Orders G-167-16 and G-84-21 and determines that a change to the FCAC is warranted.
NOW THEREFORE pursuant to section 61(4) of the Utilities Commission Act, the BCUC orders the following:
1. The FCAC rate of $15.40/M# is approved, effective November 1, 2021.
2. CEVP is to inform its customers of the approved change to the FCAC in a timely manner by way of a bill insert or bill message included with the next bill.
3. CEVP is directed to file with the BCUC, within 15 days of the date of this order, amended tariff pages in accordance with the terms of this order.
