IN THE MATTER OF
the Utilities Commission Act, RSBC 1996, Chapter 473
and
British Columbia Utilities Commission
Inquiry into the Regulation of Safety
BEFORE:
D. M. Morton, Panel Chair
C. M. Brewer, Commissioner
R. I. Mason, Commissioner
on December 3, 2021
ORDER
WHEREAS:
B. By Order G-34-21, dated January 29, 2021, the BCUC established that the Inquiry would be undertaken in two stages. Stage 1 will establish a general framework of key principles for the BCUC’s regulation of safety. Stage 2 will explore the application of a framework to the BCUC’s regulation of public utilities and how the BCUC will implement its mandate with regards to safety. Further, the BCUC committed to developing a set of “sub issues” (Sub Issues) to help guide intervener submissions in Stage 1 of the Inquiry;
C. By Order G-209-21, dated July 8, 2021, the BCUC confirmed the regulatory timetable for the Inquiry and issued the final Stage 1 Sub Issues. Pursuant to this timetable, intervener responses to BCUC and intervener information requests (IRs) were due by November 10, 2021;
D. By letter dated December 1, 2021, Technical Safety BC filed responses to certain intervener IRs; and
E. The Panel considers an amendment to the regulatory timetable is warranted to allow interveners sufficient time to consider this additional evidence in advance of Final Argument.
NOW THEREFORE the BCUC orders that the regulatory timetable established by Order G-209-21 is amended, as set out in Appendix A to this order.
DATED at the City of Vancouver, in the Province of British Columbia, this 3rd day of December 2021.
