ORDER

WHEREAS:

 

A.      On May 19, 2022, Pacific Northern Gas (N.E.) Ltd. (PNG[N.E.]) applied to the British Columbia Utilities Commission (BCUC) for approval to record 2021 actual unaccounted for (UAF) losses above 1.5 percent in the Fort St. John/Dawson Creek (FSJ/DC) UAF Gas volume deferral account (Application), as established in the PNG(N.E.) 2018-2019 Revenue Requirements Decision (2018-2019 RRA Decision);

B.      In Directive 7 of Order G-164-18A dated August 30, 2018 accompanying the 2018-2019 RRA Decision, the BCUC approved the continued use of the UAF volume deferral account and established that the UAF volume forecast be set at one percent with PNG(NE) recording the variance between zero percent and a loss of up to 1.5 percent without having to seek BCUC approval;

C.      PNG(N.E.) were further directed to file an application with the BCUC to obtain approval to record UAF losses above 1.5 percent in the UAF deferral account;

D.      In the Application, PNG(N.E.) submits that the 2021 actual UAF losses were 1.9 percent of total sales and transportation volumes or 81,516 gigajoules (GJ), which has a value of $216,017 before tax at the 2021 approved Company Use gas commodity cost of $2.650/GJ;

E.       The difference between the 1.5 percent UAF losses, for which PNG(N.E.) did not need further BCUC approval, and the 1.9 percent actual 2021 UAF loss is 16,882 GJ with a value of $44,737 before tax; and

F.       The BCUC has reviewed the Application finds that approval is warranted.

NOW THEREFORE pursuant to sections 59 to 61 of the Utilities Commission Act, the BCUC approves recording the 2021 actual UAF volume of 1.9 percent in the FSJ/DC UAF Gas volume deferral account.
