ORDER

WHEREAS:

 

A.      On June 6, 2022, FortisBC Inc. (FBC) filed its Application for Acceptance of Demand-Side Management (DSM) Expenditures Plan for the period covering 2023 to 2027 (DSM Plan), pursuant to section 44.2 of the Utilities Commission Act (UCA);

B.      FBC seeks acceptance of DSM total expenditures of $82.583 million for 2023 through 2027;

C.      FBC also seeks approval of:

1.       proposed changes to its existing funding transfer and carryover rules;

2.       a new variance allowance rule on total portfolio expenditures in the final year of the DSM Plan; and

3.       a rate base deferral account to capture the regulatory costs associated with the review of this Application; and

D.      The BCUC determines that the establishment of a public hearing process and regulatory timetable for the review of the DSM Plan is warranted.

 

NOW THEREFORE the BCUC orders as follows:

 

1.       A regulatory timetable for the review of the DSM Plan is established as set out in Appendix A to this order.

2.       FBC must provide a copy of this order and the DSM Plan by Friday July 8, 2022, electronically where possible, to the following:

a.       members of the Energy Efficiency and Conservation Action Group referred to in Section 3 of the Application;

b.       registered interveners and interested parties in the FBC 2021 Long-term Electric Resource Plan and Long-Term DSM Plan proceeding (2021 LTERP); and

c.       all invitees and attendees of the stakeholder, Indigenous, and community engagement process outlined in Section 12 of the 2021 LTERP.

3.       Parties who wish to actively participate in the proceeding are to register with the BCUC by completing a Request to Intervene Form, available on the BCUC’s website under Get Involved, by the date established in the regulatory timetable and in accordance with the BCUC’s Rules of Practice and Procedure attached to Order G-15-19. Parties who wish to stay informed about the proceeding may register as an interested party by completing an Interested Party Form, available on the BCUC’s website under Get Involved.
