ORDER
WHEREAS:
A. On March 4, 2019, the British Columbia Utilities Commission (BCUC) issued its decision by way of Order G-47-19 in the FortisBC Inc. (FBC) Application for Acceptance of 2019-2022 Demand Side Management (DSM) Expenditure Schedule proceeding, approving, among other things, FBC’s request for funding transfers and carryover rules, subject to terms and conditions established in the order;
B. On March 31, 2022, FBC filed an application for approval to carry over $526 thousand in DSM over expenditures from 2021 into 2022 (Application);
C. On March 31, 2022, FBC also filed its 2021 DSM Annual Report;
D. By Order G-124-22 dated May 9, 2022, the BCUC established a regulatory timetable for the review of the Application, which included one round of BCUC information requests (IRs) and letters of comment;
E. On May 17, 2022, the BCUC filed IRs with FBC. On June 3, 2022, FBC filed its responses to BCUC IRs;
F. On June 13, 2022, BC Sustainable Energy Association, Commercial Energy Consumers Association of British Columbia and Residential Consumer Intervener Association filed letters of comment in support of FBC’s requested carry over of over expenditures from 2021 into 2022; and
G. Following review of the Application, the evidence and the letters of comment filed in this proceeding, the BCUC considers approval of the Application is warranted.
NOW THEREFORE pursuant to section 44.2 of the Utilities Commission Act, the BCUC orders as follows:
1. FBC is approved to carry over $526 thousand of 2021 over expenditures into 2022, as outlined in Table 1-2 of the 2021 FBC DSM Annual Report. The over expenditures will be allocated as follows: $141 thousand reduction in the Residential Program Area, $119 thousand reduction in the Commercial Program Area, and $265 reduction thousand in the Industrial Program Area for the year 2022.
