Dear Mr. Bouvet-Boisclair: 

 

By Letter L-33-22 dated August 22, 2022, the British Columbia Utilities Commission (BCUC) granted Nelson Hydro an extension to preserve the right to file an application for reconsideration of Decision and Order G-196-22 dated July 19, 2022 until 60 days following a determination on Nelson Hydro’s rate design proposal. Subsequent to L-33-22, Nelson Hydro filed its compliance filing pursuant to Order G-196-22 for a modified Cost of Service Analysis (COSA) on September 16, 2022, and replaced it on October 3, 2022.

 

By letter dated September 29, 2022, Nelson Hydro filed a letter with the BCUC seeking to amend the timeline to file a reconsideration of Decision and Order G-196-22 to Dec 2, 2022, which is 60 days from the October 3, 2022 compliance filing (Amended Extension). Nelson Hydro notes that it will recommend that no rate design changes be implemented at this time as part of the COSA and Rate Design proceeding because Nelson Hydro calculates that the total Rural Revenue to Cost Coverage result is 99.5 percent based on the modified COSA that was filed as directed in Order G-196-22.

 

Given that circumstances have changed since Nelson Hydro’s initial extension request, the BCUC considers Nelson Hydro’s Amended Extension request to be reasonable. Accordingly, the BCUC amends the extension granted in Letter L-33-22 and permits Nelson Hydro to file a reconsideration of Decision and Order G-196-22 by December 2, 2022.
