ORDER
WHEREAS:
A. On August 12, 2022, Pacific Northern Gas Ltd. and Pacific Northern Gas (N.E.) Ltd. (collectively, PNG) submitted its Application for Energy Conservation and Innovation (ECI) Portfolio Funding for 2023-2024 (Application), pursuant to section 44.2(3) of the Utilities Commission Act (UCA);
B. PNG seeks acceptance of ECI total expenditures of $3,810,452;
C. PNG also seeks the following approvals:
1. Flexibility in the reallocation of expenditures amongst Demand Side Management (DSM) programs and between program years, subject to the total amount spent by PNG on DSM activities between the date of approval and December 31, 2024 not exceeding the total amount of $3,810,452 sought in this Application, unless otherwise approved by the BCUC, consistent with funding transfer rules as approved under Order G-265-20;
2. To record all DSM expenditures in a rate base regulatory asset deferral account that includes all expenditures as set out in Table 1 of the Application; and
3. To change the amortization period from five years to ten years for DSM expenditures approved by BCUC Order G-265-20.
D. The BCUC determines that establishing a regulatory timetable to review the Application is warranted.

NOW THEREFORE the BCUC orders as follows:
1. A written public hearing process is established to review PNG’s Application, in accordance with the regulatory timetable set out in Appendix A to this order.
2. PNG is directed to publish the Application, this order, and the regulatory timetable on its website and to provide a copy of this order and the DSM Plan by Monday November 14, 2022, electronically where possible, to registered interveners in the following proceedings: PNG 2019 Resource Plan and Energy Conservation and Innovation Portfolio Funding for 2020 to 2022, PNG NE 2022 Revenue Requirements, and PNE West 2022 Revenue Requirements.
3. Parties who wish to actively participate in the proceeding are to register with the BCUC by completing a Request to Intervene Form, available on the BCUC’s website under Get Involved, by the date established in the regulatory timetable and in accordance with the BCUC’s Rules of Practice and Procedure attached to Order G-15-19. Parties who wish to stay informed about the proceeding may register as an interested party by completing an Interested Party Form, available on the BCUC’s website under Get Involved.
