ORDER

WHEREAS:

 

A.      On October 28, 2022, Creative Energy Vancouver Platforms Inc. (Creative Energy) filed with the British Columbia Utilities Commission (BCUC) an application seeking approval of an updated Fuel Cost Adjustment Charge (FCAC) of $19.90 per thousand pounds steam (/M#) for the period of November 1, 2022 and ending October 31, 2023 (2022/2023 Gas Year) (Application);

B.      By Order and accompanying Decision G-310-21 dated October 29, 2021, the BCUC approved the 2021 steam load forecast of 971,259/M#, which at time the Application was filed, was the most recently approved
12-month steam load forecast;

C.      Creative Energy’s proposed FCAC is based on the 12-month forecast of fuel costs totaling $19,284,198, using the 2022/2023 steam load forecast of 971,259/M# for the 2022/2023 Gas Year;

D.      By Letter L-22-19 dated May 30, 2019, the BCUC accepted Creative Energy’s proposed contracting plan to obtain natural gas supply and delivery from FortisBC Energy Inc. under Rate Schedule 7, effective November 1, 2019;

E.       By Order G-55-22 dated February 28, 2022, the BCUC approved the FCAC of $16.50/M# for the remaining 2021/2022 Gas Year, effective February 1, 2022, and the FCAC rate rider of $2.00/M# effective
February 1, 2022; and

F.       The BCUC has reviewed the Application with respect to Order G-55-22 and determines that a change to the FCAC is warranted.

NOW THEREFORE pursuant to section 61(4) of the Utilities Commission Act, the BCUC orders the following:

 

1.       The FCAC rate of $19.90/M# is approved, effective November 1, 2022.

2.       Creative Energy is to inform its customers of the approved change to the FCAC in a timely manner by way of a bill insert or bill message included with the next bill.

3.       Creative Energy is directed to file with the BCUC, within 15 days of the date of this order, amended tariff pages in accordance with the terms of this order.
